Homes Rehabilitation Project in Rural Idlib

Rehabilitating 100 war-damaged homes across southern rural Idlib towns (including Kafr Nabl and Hass) to facilitate the dignified return of displaced families from camps, encompassing structural repairs, water, electrical, and sanitation network restoration, and alternative energy installations.

Target Towns: Southern Rural Idlib (Kafr Nabl, Hass & Adjacent Villages)
Phase 1 Target: 100 Damaged Homes (500+ Beneficiaries)
Joint Coordination: Ministry of Social Affairs, Displaced Persons Committee & Local Councils
Status: Active – Field Survey & Structural Damage Assessment
Phase 1 Progress (Engineering Survey & Field Needs Assessment)5%

Initiative Context & Plight of Frontline Towns

As part of the "Wafaa for Idlib" (Loyalty to Idlib) Campaign and in close cooperation and coordination with the "Idlib Governorate", Orient for Human Relief and Developmentlaunched a strategic shelter project to reconstruct and rehabilitate war-damaged residential homes across southern rural Idlib, prioritizing heavily affected settlements such as Kafr Nabl, Hass, and neighboring rural communities.

Situated directly along former military frontlines, these settlements sustained severe structural devastation that demolished residential neighborhoods and displaced entire civilian populations into harsh displacement camps along the northern Syrian border, separating thousands of families from their ancestral lands and dwellings.

Institutional Coordination & Enabling Dignified Return

The project is conducted in high-level institutional partnership with the Ministry of Social Affairs and Labor, the High Committee for Displaced Persons Affairs, and local town municipal councils. This collaborative framework is designed to foster early recovery, enabling displaced families living in vulnerable tent settlements to return voluntarily and re-establish secure, dignified lives within their original communities.

Revitalizing Frontline Towns

Direct intervention in Kafr Nabl, Hass, and southern Idlib towns where complete civilian displacement occurred, reviving ghost towns back to living communities.

Phase 1: 100 Restored Dwellings

Targeting the full structural and functional restoration of 100 heavily damaged homes, securing adequate shelter for over 500 returning family members.

Transparent Vulnerability Criteria

Rigorous structural vetting and social vulnerability assessments in collaboration with local councils, prioritizing the most vulnerable displaced families.

Comprehensive Engineering & Technical Rehabilitation Scope

Orient's engineering field teams are executing detailed structural surveys, building integrity inspections, and bills of quantities (BOQ) to carry out a comprehensive rehabilitation plan encompassing:

  • Structural Consolidation & Masonry Repair:Reinforcing cracked structural elements, rebuilding collapsed interior partitions and ceilings, and applying protective plaster and interior/exterior paint.
  • Water & Sanitation Network Renewal:Installing modern plumbing lines for kitchens and bathrooms, connecting safe drainage and sewage systems, and eliminating environmental health hazards.
  • Potable Water Storage Infrastructure:Supplying and installing food-grade elevated drinking water storage tanks for every household to address municipal shortages.
  • Doors, Windows & Weatherproofing:Fitting reinforced exterior and interior doors and insulated window glazing to guarantee privacy, security, and thermal insulation against seasonal extremes.
  • Electrical Rewiring & Solar Alternative Energy:Reinstalling household electrical distribution boards and deploying solar energy units with battery backups where municipal grid power remains disabled.
  • Field Surveys & 5% Phase 1 Progress:Phase 1 has achieved 5% progress through the completion of initial structural damage assessments, beneficiary lists verification, and staging of construction crews.

Supporting Sustainable Community Recovery

Restoring homes in southern rural Idlib represents an essential turning point—transitioning communities from emergency dependency in displacement camps toward sustainable early recovery, restoring human dignity, and rebuilding the foundation for long-term community resilience.
